For any change to happen, I advise an unannounced thorough auditing of expenses as well as background check of SLAs of managing bodies. A complete accounting from an unbiased third party. We have good and honorable educators but if there are wolves cloaked in sheep's clothing these must be plucked out before real change can happen.
