I think that the budget for Education in no simple feat but it is a good suggestion to look into State Universities. For any change to happen, I advise an unannounced thorough auditing of expenses as well as background check of SLAs of managing bodies. A complete accounting from an unbiased third party. We have good and honorable educators but if there are wolves cloaked in sheep's clothing these must be plucked out before real change can happen. Else it's just be another cycle to an endless struggle of power, greed and pride of one anarchy to another.

Definitely the books. We need up to date information.
And while Im talking about books, it would be better if the "libraries" could really be called as one. I mean, not just a library where in we could barrow textbooks (which by the way is too, i don't know, old? I doubt that the information it contains is still valid) but also literature books. Literature books can help ignite both teens and kids alike about their interest in reading some books rather than playing the computer.

The facilities in the public schools should be improved too. And the teachers salary.

if we're talking basic education, there must be more qualified teachers. let's get our youth a right start, it's very hard to correct habits that have been deeply inculcated i.e. wrong grammar. gone are the days when elementary students can recite the star spangled banner or longfellow's. in my grandmother's generation, every student has a poem up his sleeve. he keeps it to recite during family gatherings or occasions. they don't have the accent but they have the mastery of grammar and syntax. nowadays, even high school students can even string up a decent sentence.

I read somewhere that the DepEd is one of the most corrupt gov't agencies.

from the point of view of student of private school, i think the government must also focus on achieving a level of competency of their state universities. private schools have accreditation system, like paascu, which categorizes universities depending on their level of competency. i think it is unfair that state universities, which are under the ched, be considered at par with private schools. sure, some public universities are that capable but some are not. yet many students graduate from them, others still with honors. but the problem is when such schools do not possess the same curriculum as private, does it mean that the graduates are of the same footing? i think not. ched must look into this qualification, otherwise these public universities are just diploma mills exploited by cunning students.

"Hi all - what do you think - if the budget for education was increased, where will it go to? classrooms, textbooks, teacher trainning etc?"

Napaka-naive natin.

Best we can hope for is: Aquino and Roxas win, AND they make good on their promise to exert their political will and clean out the fiscally and morally bankrupt government we've become so effin' used to.

Sabi nung isang kumakandidatong presidente rin, yung delos Reyes ata: parang maruming kubeta raw yung gobyerno - lahat gusto gumamit, pero walang naglilinis.

And since I'm already quoting, I might as well quote Mar as well who I recall saying at one time or another: political will is the will to say "NO". Ganda pakinggan. Sana totoo. Well, naniniwala pa naman ako. Kahit papano. :)

we spend too much on debt service and defense. these two allocation eat up most of our yearly appropriation and yet we don't reap any benefit from them. take a look at what happened in ondoy, it was supposed to be funded by national defense budget thru ndcc. we were lucky civil society and international aid came pouring in, if not, it would have been worse. we should have a moratorium on debt service. we should divert these to education, anywhere in education: manpower training, books and resources. we can pay our debts later, when all filipinos are functionally literate and have stable jobs.

we need better teachers. books and other materials don't make the students, it's a patient and hopefully caring teacher that makes the difference. as the saying goes: "it's not the teacher's job to give answers, but to show students the way to the answers."
